Alright! In order to make stable dimensional portals you need something that can span different dimensions. For this, a worm hole is perfect.

You could use a black hole if you wanted something trickier to work with but if you don't control it just right, then you end up destroying whatever two points you were trying to connect and whatever else was around them.
